On Saturday, the International Football Association Board (IFAB) officially approved four significant amendments at its 140th Annual General Meeting. These changes will impact global competitions, including future FIFA World Cups.

1️⃣ Five-Second Countdown for Restarts

Time restrictions will now apply to throw-ins and goal kicks. If a player delays:

• Throw-in not taken within 5 seconds → Awarded to opponent
• Goal kick not taken within 5 seconds → Corner awarded to opponent

This measure aims to eliminate time-wasting tactics and maintain match tempo.

2️⃣ Substituted Players Must Exit Within 10 Seconds

Once the substitution board is displayed, the substituted player must leave the pitch within 10 seconds.

Failure to comply:

• Player must still exit
• Substitute may only enter at the first stoppage after one minute of play resumes

3️⃣ Injured Players Must Leave for One Minute

If a player receives on-field treatment that halts the game, they must leave for one minute after play restarts.

4️⃣ Expanded VAR Authority

VAR can now intervene when clear evidence exists for:

• Incorrect second yellow cards resulting in red cards
• Mistaken identity in disciplinary actions
• Clearly incorrect corner decisions (if reviewed immediately)

In the recent Derby d'Italia between Juventus and Inter Milan, Alessandro Bastoni allegedly simulated contact, leading to Pierre Kalulu receiving a second yellow card. VAR could not intervene under the previous rules, sparking widespread debate.

• Up to 8 substitutions allowed in top-level matches (up to 11 if mutually agreed)
• When advantage is played for denial of a clear goal-scoring opportunity, the offender will not automatically receive a yellow card
