China’s Market Regulatory Authority Reports Romoss Power Bank Case: Ignoring Consumer Rights, Illegal Practices Punished

On January 27, China’s State Administration for Market Regulation (SAMR) held a press conference on ten major cases under its 2025 campaign against “cutthroat” market competition. Deputy Director Nan Jun stated that frequent power bank safety incidents pose serious risks to public life and property. Under the guidance of the State Council’s Work Safety Committee, SAMR launched a nationwide power bank quality and safety rectification campaign, handling 1,169 related illegal cases to uphold product quality standards.

Shenzhen Romoss Technology Co., Ltd. was highlighted as a typical violator. Nan explained that the company produced and sold power banks without the required compulsory certification, and falsely labeled battery capacity even when some units had degraded below 10,000mAh. These actions violated the Certification and Accreditation Regulations, Mandatory Product Certification Management Rules, and the Anti-Unfair Competition Law. Local regulators have imposed administrative penalties accordingly.

During the investigation, SAMR strengthened oversight, supervising major cases and targeting related battery manufacturers and certification bodies for legal enforcement. Analysis of the case revealed that Romoss reduced costs by skipping certification, underinvested in quality, and engaged in deceptive marketing—reflecting broader industry issues of low-quality, low-price “cutthroat” competition.

Nan emphasized that SAMR will continue comprehensive regulation, strictly cracking down on quality violations, publicly exposing typical cases, and steering the market from low-quality, low-price competition toward high-quality development, supporting the construction of a unified national market.
