On January 27, the UK Financial Conduct Authority (FCA) announced a comprehensive assessment to examine the potential long-term impact of advanced artificial intelligence (AI) on consumers, the retail financial market, and the regulatory body itself.

AI technology has already deeply penetrated financial services. With rapid developments in generative AI, autonomous agents, and other emerging AI forms, the next phase of innovation could reshape market structures, alter competitive dynamics, and change how consumers interact with retail financial services.

The assessment is led by FCA Executive Director Sheldon Mills, who stated: “AI is already shaping financial services, but its long-term implications may be even more profound. This review will examine how emerging AI applications affect consumers, markets, and businesses, with a forward-looking view toward 2030 and beyond. Our goal is to support innovation while ensuring AI is applied safely and responsibly in retail financial services.”

The review seeks input on four interrelated themes:

  1. Future directions of AI technology, including more autonomous agent systems;
  2. Impacts on markets and businesses, covering competition, market structure, and the UK financial sector’s competitiveness;
  3. Consumer impact, including how AI affects consumer behavior and how consumer expectations shape the market;
  4. Potential changes needed for financial regulators to ensure a well-functioning retail finance market.

While wholesale markets and broader societal impacts are not the primary focus, the report acknowledges they may indirectly affect retail financial services and will be considered where appropriate. FCA is also conducting separate research on AI’s effects on wholesale markets through real-time testing partnerships.

Feedback from stakeholders will inform a set of policy recommendations to the FCA board, expected for review in summer 2026, with the final assessment to be publicly released. The consultation closes on February 24, 2026.
