Ukrainian Cabinet Approves “EU Accession Roadmap,” Aims to Launch All Negotiation Clusters by Year-End

[Kyiv] On May 14, Ukrainian Prime Minister Denys Shmyhal announced that the government has officially approved the roadmap necessary to launch the first cluster of negotiations for EU accession. This initial cluster focuses on key areas such as the rule of law and public administration reform — a major step in aligning Ukraine with the European Union’s institutional framework.

Shmyhal emphasized that the roadmap fully aligns with Ukraine’s international treaty obligations and national strategic plans. He stated that the goal is to launch negotiations on all six thematic clusters with the EU by the end of 2024, solidifying Ukraine’s path toward full membership.

Following the full-scale outbreak of the Russia-Ukraine conflict in February 2022, Ukraine submitted its EU membership application the same month and gained candidate status in June 2022. In December 2023, the European Council officially decided to begin accession negotiations. A first ministerial-level intergovernmental meeting is scheduled for June 2024, marking the substantive launch of the accession process.
