Hollande Warns Trump: Putin’s Negotiation Tactics Are Built on Deception and Delay

On August 15, U.S. President Donald Trump will meet Russian President Vladimir Putin in Alaska. Former French President François Hollande, in an interview with the Financial Times, bluntly stated that Putin’s approach to negotiations often involves “professional deception” and warned Trump to be “fully informed” about the Russia-Ukraine situation.

Few Expectations for Substantive Progress

Hollande, who in 2015 mediated the Minsk II agreement alongside then-German Chancellor Angela Merkel and Putin, recalled that Putin often uses long, off-topic conversations to stall talks—sometimes spending an hour retelling history without making concessions. Eventually, he offers a “new beginning,” such as another meeting or a working group, to create the illusion of movement.

A German diplomat involved in the Minsk talks described Putin as “a highly skilled negotiator” with deep knowledge of legal and technical details—requiring fact-based counterarguments. However, he added, this is not Trump’s strength.

“Big Lies” in Negotiations

Hollande noted that Putin once insisted he had no connection to pro-Russian separatists in eastern Ukraine, despite providing them with financial and military support—“an impressive big lie,” as Hollande called it. He warned that Putin will try to convince Trump that Russia’s position is stronger than it really is, while Trump may focus more on presenting any deal as his personal “peace victory,” potentially neglecting substance.

Different Mindsets and Timelines

According to Hollande, Putin is “in no hurry” because he expects to remain in power long-term, while Trump seeks quick wins to showcase. For Putin, the Alaska summit only needs to push Trump toward reducing U.S. support for Ukraine—something Trump is already inclined to do.

Sociologist Kirill Rogov added that Russia’s summer offensive in Ukraine has been less successful than last year, making Putin somewhat more open to talks. Trump’s tariff threats toward India over Russian oil imports could also influence Moscow’s stance.

Trump’s Unchecked Administration

Analysts point out that Trump now faces almost no internal checks: Republican lawmakers are aligned with him, and the foreign policy establishment is marginalized. Putin, for his part, has not faced a domestic peer-level counterbalance for nearly a decade. Andrew Weiss, Vice President at the Carnegie Endowment for International Peace, said Trump and his envoy are operating “like two clerks,” while Putin maintains full control of the process.

Putin’s delay tactics and ability to create the illusion of progress stand in stark contrast to Trump’s desire for quick political wins.
