On the morning of September 19, China’s State Administration for Market Regulation Recall Center announced that Xiaomi is recalling 116,900 units of its SU7 Standard Edition. While the word “recall” might sound alarming, the details show a very different picture. The recall covers every SU7 Standard Edition ever produced, accounting for 34.4% of sales, perfectly matching the model’s share. The cause is not a clear hardware defect but a software issue where, under extremely rare circumstances, the L2 highway pilot assist feature may fail to fully recognize or handle unusual scenarios, potentially raising collision risk if the driver does not intervene. The solution is simple: no hardware changes, no dealership visits—owners just need to install the latest Xiaomi HyperOS 1.10.0 update via an over-the-air upgrade while parked. Xiaomi further clarified through its “Ask Xiaomi Auto” Q&A that this so-called recall is essentially its seasonal OTA update, but regulators now require it to be framed as a recall. So why call a software patch a recall? Industry insiders point to an autonomous driving incident earlier this year. Though responsibility was never fully established, regulators have since stepped up oversight on intelligent driving and OTA updates. In August, the SAMR and Ministry of Industry and Information Technology issued a draft regulation requiring stricter classifications for OTA activities: all updates must be filed, untested versions cannot be pushed, and defects cannot be hidden through software updates. Xiaomi’s “OTA recall” may be the first example of this new regulatory approach. If this becomes standard practice, every OTA framed as a recall could leave the public with a negative impression of smart driving safety, forcing automakers to update less frequently and proceed more cautiously. Beyond OTA restrictions, broader reforms are already underway. Earlier this month, the China Association of Automobile Manufacturers introduced a group standard for defining intelligent driving accidents, setting rules for responsibility when assisted driving is active during a crash. At the same time, mandatory national standards for L2 systems are under consultation, requiring stricter definitions, 72-hour combined road and track testing under challenging conditions, stronger user education and penalties for unsafe use, as well as transparent data recording with blockchain verification. These standards could come into force as early as January 2026. All signs point to a turning point: China’s intelligent vehicle industry is shifting from a phase of rapid, unregulated growth to one of standardized, accountable development. Automakers will need to invest in safety, data, and user training instead of relying only on hardware specs and marketing. Future OTA updates will likely be accompanied by public recall-style announcements and closer regulatory scrutiny. Xiaomi’s large-scale recall is not the end of a problem—it is the beginning of a new era for smart car regulation in China.
