New National Standard Brings “Growing Pains” and a New Wave of Competition for Electric Two-Wheelers

On December 1, China’s revised Electric Bicycle Safety Technical Standard (GB17761-2024) officially came into effect, discontinuing all old-standard electric bicycles. The industry has entered a “safety-first, precisely adapted” phase. The new standard limits top speed to 25 km/h and regulates plastic component ratio, focusing on short-distance commuting.
Initially, the market saw short-term disruptions: some models had “metal seats” or lacked rear seats to meet plastic content requirements, raising safety concerns among users. Authorities clarified that most new models comply with safety rules, with reported issues being isolated design exceptions.
With traditional performance metrics restricted, intelligent features have become key differentiators. Brands such as Ninebot, Niu, and Jike lead with smartphone keyless access, remote control, and intelligent OS systems, while legacy brands like Yadea and Aima accelerate smart upgrades. Future competition will focus on smart ecosystems, personalized riding, and data security.
Overall, the new standard is not a market freeze but a catalyst for the industry to shift from “price wars” to “experience wars,” moving from production-driven to user-driven product design.
